Duties and responsibilities of Deputy Commissioner for Transport

 

 

I) GENERAL SUPERVISION:-

 

          The Deputy Transport Commissioners shall supervise the work of the Regional Transport Officers Assistant Regional Transport Officers and Motor Vehicle Inspectors,

 

            b) To conduct inspection of his office once in a year.

 

            c) To conduct detailed inspection of Officers of the Regional Transport Officers within the division and to assure that each Regional Transport Office is inspected at least once in a year.

 

            d) To conduct cursory inspection of at least one Regional Transport Officer’s Office in a month by surprise and to conduct inspection of the section of Inspector of Motor Vehicles.

 

            e) To approve the tour programme of the Regional Transport Officers within the division by 5th of every month with necessary changes giving importance to items of work of public interest.

 

            f) To review the diaries of Regional Transport Officers and Inspectors of Motor Vehicles and to indicate guidelines for improvement of reviews.

 

            g) To have vigil over the work of the Regional Transport Officers in respect of the issue of permits, Registration Certificates etc.

 

II. DRIVING LICENCES:

 

            a) To counter check during each month a minimum of ten candidates passed for issue of Driving Licences.

 

            b) To ensure that the testing officers for issue of Driving Licences have assigned valid reasons in respect of failed applicants and for their communication to the applicants in writing.

 

III. FITNESS CERTIFICATE AND ACCIDENT REPORTS:

 

          a) To counter check during each month at least 15 vehicles, for which fitness certificates have been issued.

 

            b) To check the contents of accident reports and to rectify the discrepancies and errors.

 

 

 

IV. TAXATION MATTERS:

 

          a) To ensure that proper assessment of taxes have been made and prompt action taken for the collection of taxes.

 

            b) To allocate sufficient time for disposal of appeal cases.

 

            c) To check the monthly arrears list of taxes submitted by the Regional Transport Officers and whether follow-up action has been taken.

 

            d) To categorise “National arrears cases” and to ensure that systematic action is taken.

 

            e) To verify cases of non-use in respect of 10 vehicles per month.

 

            f) To review the TPG cases and to ensure that prompt action has been taken to collect the taxes within 3 years, besides the remittances of smaller penalty under the Karnataka Motor Vehicles Taxation Act, 1957.

 

V. DISPOSAL OF D.S.A. CASES:

 

            a) To maintain effective liaison with the Police authorities in the enforcement of the various provisions of Law.

 

            b) To review the progress in disposal of DSA cases.

 

            c) To ensure that the Inspector of Motor Vehicles are submitted check reports to the Regional transport Officer’s Office immediately.

 

VI. WORK RELATING TO REGIONAL TRANSPORT AUTHORITY:

 

            To ensure that prompt action is taken by the Regional Transport Officer in processing the applications for grant of permits and communicating the resolution of the Regional Transport Authority to the concerned parties.

 

VII. ESTABLISHMENT MATTERS:

 

            To enquire in to the grievances of the staff and initiate appropriate action to redress their grievances.

 

VIII. ACCOMMODATION:

 

            To arrange with the approval of competent authorities good accommodation for the offices working in the division and to provide staff quarters for the staff of the various offices with the assistance of the concerned agencies.

 

 

 

IX. AUDIT REPORTS:

 

            To review the disposal of the Audit Reports of the Accountant General, in addition to the reports of the Internal Audit parties.

 

X. ROUTE SURVEY:

 

            To conduct route survey in respect of variation of interstate routes, which lie within the Home State and Inter-State routes and to submit report to the Transport Commissioner.

 

GENERAL:

 

            To ensure that they are available to the public, Press and Operators of vehicles and representatives of the people.  They should tour at least for a minimum of 10 days in a month and halt at least in each of the non headquarters under them.

 

            They shall exercise statutory powers under the Motor Vehicle Act, 1939, Karnataka Motor Vehicles Taxation Act, 1957 and rules there under and the Financial and Administrative Powers delegated to them.
