The applicant holding driving licence issued by a competent authority of any country outside India shall be exempted from test of competence to drive the vehicle. However, he shall pay the prescribed fees for obtaining learner's licence and driving licence. Also, to produce medical certificates in form CMV 1 & 1A.   The applicant shall undergo preliminary test for obtaining Learner's licence. He should produce the residence permit issued by the Police commissioner along with the Proof of legal residence in India as per rule 4 of CMV rules.
